@lowqualityfacts in oregon, the signs used to say "SPEED", and the number was the speed that the state thought it was safe to drive... but there was no rule that said you /COULDN'T/ drive faster, as long as you could do so safely...
they're slowly replacing the old signs with modern ones that say "SPEED LIMIT", but there still some of the older ones around.

When I did a few driving lessons a while back, which would have been upon tractor filled tiny Dutch roads, I was being scolded for not hitting the 30 UpS. It was too fast for my tiny brain.
