I don't think this is about trying to get money out of the homeless, I think it's the adjacent power to move them on. In other words, homeless people living in urban centres can be bused out to brownbelt or industrial estates so they don't clutter up 'nice' town centres with their unpleasant presence. This is why it will appeal to their voter base. They won't have to see rough sleepers anymore. There will be no more homeless people camped outside Waitrose.
It's basically to differentiate 'homeless' as in all the people without a home, including those in hostels, sofa surfing, staying with friends, etc from the sleep outside kinda people. Rough sleepers are the latter.
As someone who has been homeless for nearly the past year, with all the trauma associated... Fuck this guy. Fuck the tories, criminal scum. If there is a God I hope they get a fast-track ticket to hell.
This is designed to appeal to their core vote base, who are largely morons, and isn't intended to fix anything. With the local elections coming up, expect to see lots more moronic policies as they attempt to get the morons out to vote for them.
Hang on, if they continue to privatise prisons so that the incarcerated are forever in debt for their keep and also provide a cheap labour force for more private companies then surely it's a win-win for this government.

Rishi Sunak is facing a Tory revolt over plans to criminalise homelessness in a key crime bill this year.
The prime minister risks a backbench rebellion when MPs vote on the Criminal Justice Bill, which would give police the power to fine or move “nuisance” rough sleepers.
Asked by Times Radio whether he would back the bill as it stands, business minister Kevin Hollinrake said: “Those things are not within my auspices.
The plans as they stand would grant police and local authority workers new powers to order beggars to move on while encouraging them to make use of accommodation services and mental health support.
“Everyone at risk of sleeping rough should have a right to suitable emergency accommodation, and to end homelessness for good it must invest in genuinely affordable social homes – we need 90,000 a year.”
“These provisions provide a civil route to engage with rough sleepers to help them to take up offers of support and only criminalise any non-compliance with a lawfully made direction, notice or order.”
