@pluralistic appreciated how many details you got right about the paper bans in the USA Carceral system, excepting one

when drugs got in 2014-2020 it was almost always just guards bc absolutely nobody gave a shit about pretense because of the power imbalance you mostly describe, laws are only there to hurt captured people in my experience
