Russia still does a lot of trade with the West. It's shrunk dramatically, but they still make good money trading non-sanctioned goods (titanium is just one of those goods). This is money that greases their war machine.

And sanctioned goods via proxy nations in Southwest Asia, Central Asia and even Nordic and European companies are still circumventing sanctions.

It's a disgrace.
