I don't know man maybe we should ask Filipino labor organizers, Russian queer activists, or Iranian feminists if having authoritarian maniacs running the state creates preferable organizing conditions as opposed to liberal rule.
It could go either way. On the one hand it's easier to organize in a liberal democracy but people are also less likely to because of complacency, things aren't that bad. In a highly repressive regime it's much harder to organize but there's also more reason to do so out of necessity.
