@randahl@nickserv "Elected nationally" doesn't mean much in this context. The Bundesrat is delegated from elected Land governments, but it's not the primary legislative body for Germany, and the Bundestag can among other things exercise right of initiative and propose its own laws. The right to choose the agenda is key to any legislature, and in the US, for example, that's the main power of the majority party - laws the minority party wants can't get to the floor even if they'd pass.
