It's called and yes, does not really fit their bill. They do what they want.

My advice: at least find an that takes its clients seriously and feel free to expose those who don't.

At a bare minimum each "block" must be publicly justified but ideally, there should be fair and honest communication beforehand. Sadly, we don't see that happening much anywhere.
