@BlueWaver22 I believe so. The initial crush is going to be tricky as we have to navigate threats. Organized groups with high levels of education that are highly targeted by them will likely be the first to be able to get across.
Find rules and social organizations in the areas you think you might try and ex-pat and see if you can find people to help you navigate the paperwork.
