The long-term danger in overcoming the lack of attention is recidivism: having applied sufficient public pressure to the abusers, they "talk the talk" but nothing more and revert to old behaviors when no one is looking.

Keeping up that public pressure over a span of multiple generations to ensure that it gets "baked into" civilization once and for all will be tiresome work. That is generally true of all but the most obvious social ethics. I get impatient to see progress.
