It simply cannot be allowed for a "Republican" to win a Presidential election, for if one does win, that will be the death of American democracy and the full instantiation of the New American Oligarchy complete with all the expected corruptions & commensurate loss of freedoms for the rank and file.
Every Pres election from this point forward is that selfsame turning point.
To be fair that’s how Westminster elections work. And there’s an element to picking a time to your advantage, certainly. But the entire thing is over after a few weeks and proper government can resume.
To add to RB-G's statement, it's absolutely clear he never wants another one. Because he's saying "I want to be able to do that, is that possible."
Not as an ordinary citizen, it's not. Which means it's only possible if he becomes President. And as he's term limited, it means he's saying that he never wants another, or he intends to ignore the 22nd Sec 1, and run for a third term.
