To get people to kill others, there has to be -deep- cultural level assumptions about " good ways to act." And a FOUNDATIONAL way to do that is through Othering based: in patriarchy, racism, wealth, etc. Until people stop believing colonization is "good ackshully" we'll be stuck. It's been a fucking cancer.
