"After World War Two, the US-occupied adopted a constitution which says the country renounces and the use of force to settle international disputes. The constitution does not officially recognise the military and limits it to self-defence capabilities.

It also imposed an export ban, which was eased for the first time in 2014 under then-Prime Minister Shinzo Abe. "

This is why rules need maintenance, and simply can't be left unattended as the geopolitical forces in the world keep moving through time, creating a huge variation of outcomes that a strict set of rules could easily compromise a nation's security.

Just look at what trump has done to the US constitution - it's in shreds.
