More than 8 hours into the outage, AT&T says that 25% of their network is still non-functional.

Well, what they actually said is that. 75% of their network has been restored... as if that's even a remotely acceptable metric.

@Cloudscout interestingly, I was just in a public space with a man who had no service, and I could both use the Internet and make phone calls ... but we both have AT&T.

@elb at one point, my work phone had service but my personal phone didn't.
