There's no way to order accounts like that manually, though searches for accounts by keyword tend to automatically put more active accounts at the top of the results.
Nearest I can think of is searching for posts using date operators:
Include before:date, during:date and/or after:date with the date format YYYY-MM-DD.
You can include more than one date operator to narrow posts down to between or on a series of dates.
