This isn't an executive prerogative. Congress can expand the Court, with Presidential approval. Dems need a trifecta, plus decent margins in both houses to pull it off. But, yes, given the chance, they should expand to 21 seats, implement strict ethical rules with harsh criminal penalties, etc.
