Actually the USA does this quite well, and you may not aware that it's a specificity of your political system : there is a clear separation between political offices and non-political ones in your civil services, so the new president is officially supposed to renew a whole (but clearly defined) bunch of appointees in the administration, leaving the rest to bureaucratic rules (officially said to be based on merit).

I think part of the republican’s project 2025 is to vastly expand the scope of political appointments. That’s what we don’t want. The current system is reasonable for the reasons you have explained!
