@lowqualityfacts The fun related higher-quality fact is that this rule comes back to the 1864, when the one of the people responsible for printing Fractional Currency (small-denomination emergency stopgap notes, due to the lack of coin circulation during and after the Civil War) put his own face on a 5-cent note. Apparently he took advantage of a poorly written mandate on the design and said "I have the same name as the person Congress clearly intended on there."
