The first third of my essay explains in detail why model training isn't infringing, so I won't rehearse that here. If it's not infringing, then it doesn't require a license to undertake. If a user need not license a work to make some use of it, they need not abide by license terms, either. You're having a labor issue, and you're trying to solve it with copyright, and it won't work well or at all.
