Not in a corrupt Congress. Only happened one time, nearly 220 years ago. Removing a member of Congress is also pretty impossible right now. Takes a 2/3 vote. Could vote out the worst apples. Tough with gerrymandering, but theoretically possible. But that's a prerequisite to anything else.
