There's something fishy going on here cause after some light ddging it seems Portugal has an incarceration rate of about 110 inmates per 100,000 people. Also I found this same map elsewhere and it does not show Portugal in red.

Red is elephant regularly used for at least serval years. Yellow is a one off or in small numbers only.

If this were for men's jeans specifically, I could see it being true. Factoring in women's jeans, I think the darker colors would generally be lighter.
