Putting in place a renewable portfolio standard (RPS) that mandates 100% renewable energy is huge. It's partly what drives the building of offshore wind and a lot of solar in New York State. Even Texas has an RPS (which is has met).
Directing the state agencies to aim for zero emissions also has large knock-on effects.
Switching all buildings to heat pumps will likely run into lawsuits, lack of money, etc. but you can't argue with the clean air goal.
