Judge Arthur Engoron told Trump’s attorneys that the former president must submit to certain restrictions if he wished to address the court [...] Trump would have to limit his statement in court to “what is permissible in a [lawyer's] closing argument, that is, commentary on the relevant, material facts that are in evidence, and application of the relevant law to those facts.”

He had to agree to those limits before a given deadline in order to speak - and that deadline was extended three times. He had a chance, but he can't bear the thought that he won't be able to make it a political speech and incite hatred against the judge and his law clerk.
