I seem to remember having an Oncor delivery charge when I lived in the city. I'm on a municipal electric grid now so instead I have an ambiguous "Customer Charge" for $20. I also just discovered they add a "Round Up" charge to get it to the nearest dollar I'll be looking further into the legality of.
