    I have -not- read the book. Allow me to guess...

    1. local officials prioritized business over health, until the central government stepped in.

    2. They failed to recognize the importance of the virus in January, which delayed response.

    3. China had the misfortune of having the pandemic begin in earnest just as the largest holiday in the freaking world - Chinese New Year - was about to begin, with the largest mass movement of people globally each year.
