This report makes some business-as-usual assumptions. E.g.
"Growth".
And they forget that 40% of global shipping is of fossil fuels.
And that countries like the US are re-shoring industries (see CHIPS act).

Together, we still have choices.

Wow, there is talk of a worldwide .
For one sector, . But still.

"Campaigners said growing support for the world’s first-ever global levy meant it was now more likely to be adopted by the IMO next year.

A proposal put forward by Belize and some Pacific Island states at the talks called for a levy of $150 per ton of carbon.

Delegates at the IMO are next expected to hold talks in the fall."
