Given that Russia is kind of constrained by missiles in Ukraine, but probably isn't constrained by personnel who can fire said missiles, I'm a little surprised that they're off shooting them off in the Baltic. I mean, yes, training matters, but I'd think that preparing for a war somewhere else would take second seat to actually fighting an active war.

On the other hand, if the Baltic Fleet is shooting up fishing boats when not trying to do so, I suppose that maybe that's a good justification for more training being legitimately critical.
