That's not a valid assumption. It's a link to a Telegram message, t.me is Telegram's domain. I presume you have some filter that blocks Telegram links. It is not blocked for me, and my pihole runs a huge bunch of blocklists. I also scanned the link with urlscan, and there's no indication that it's malicious.
