ProperlyProperTea , 4 months ago Cheapest would probably be the Raspberry Pi/Orange Pi route. I gave up trying to make an HTPC (using Kodi, ChimeraOS, etc). It wasn't worth the hassle and ended up settling for an Apple TV.
