What value besides generating propaganda does a unilateral ceasefire declaration have if you have no power to enforce it and the other side ignores it?
If it has no teeth, it just makes you look weak and emboldens them to ignore you.
That said, I want the killing to stop. Asking nicely only works when they see you have a big enough stick to smack them with when they try to ignore you.
