I don't know how this Substack has determined that the text they quoted means they think Ukraine will win. It says nothing about winning. It says "operate independently following the war".
That doesn't mean winning at all. They are inventing the idea that an end of the war that doesn't involve complete and total Russian takeover of the territory means Ukraine won.
Only credulous liberals believed that Russia wanted to completely takeover Ukraine.
