Thank you for your message. I fear that both mss are now lost, as so many other mss the Bollandists used, several which were from Utrecht chapter houses such as Saint Salvator (Oudmunster). It seems that they obtained these books after Utrecht became a protestant city and the Catholic institutions were closed down and their books confiscated. Their collections were housed in the new City Library (founded 1584), which in 1636 also became the University Library. But the chapter houses were able to resist these confiscations, so that their collections became dispersed. That is especially the case of Saint Salvator, of which few mss remain, while the Bollandist refer to several of mss of Saint Salvator they used for the Acta Sanctorum. They must have bought them in the 17th century. What happened to the mss of the Bollandists I'm not sure about, but it seems that they were confiscated during the French and related revolutions, and many will have been sold or destroyed. There is certainly no ms with the Vita Marcelli Brevior in the present collection of Utrecht University Library. I wish you all the best with your research.
